Time meeting was called to order: 7:00pm

Attendees:  Kristin Berg, Melani Kaplan, Marilyn Novak, Kathy Rolsing, Kate Kerin, Kathryn, and Drew Statz

We welcomed new members Kathryn and Drew!

  1. Housing Plan – Implementationsome text
    1. Kristin and Nan will report back to the group after meeting with Mayor Maloney to see what he can/will do to begin working on implementation of the Plan.  We will strongly suggest that a Task Force be created to involve the public and help with the research.
    2. There was discussion regarding the 8 Actions in the Plan and what would be our top priorities.  Kate talked about the need for an affordable senior housing building (vii) and told us that her mother lives in one and how glad the family is that she can live there.  Kathy thinks that it is important to develop sources of revenue (i) to have the money to assist city employees with a down payment (also supported by Nan) (iii) or for homeowner assistance programs to help seniors “age-in-place” (iv).  Kristin would like to study zoning changes that would allow for more multifamily housing to create new units (viii).

The Council is already planning to look at what constitutes a “Public Benefit” for the PUD zoning process (vi).  Looking at this and other developer incentives (v) would encourage construction of additional units of affordable housing.

  1. Comprehensive Plan

A draft of the new Master Plan for Uptown was presented to the PZC in September.  The PZC has been working on it for months and a consultant was hired to compile it.  It has the goals and objectives for development in Uptown.  Edits from Commissioners are due mid-October, and it will eventually be approved by City Council.  Kristin emailed Drew Awsumb asking when it would be available to the public.  No answer yet.

  1. Reach out to local, state, and federal legislators about possible zoning reforms or other ways to increase AH.some text
    1. Housing Action Illinois (HAI) initiated a meeting to discuss further implementation of the AHPAA.  The group will follow Non-Exempt communities, such as Park Ridge, to monitor their progress with filing and implementing a Housing Plan.  They are forming 4 committees that will lobby municipalities, talk about methodology with IHDA, and communicate via social media about the AHPAA.
    2.  HAI created an AHPAA Advocacy Toolkit for those who want to see more AH in their communities.  Action Ridge is mentioned in it as an example of local community organizing efforts to support AH!

  1. Announcements:  Melani let us know that HODC will be doing a Facebook Livestream to kick off their annual fundraising efforts on October 28th at 1pm.  HODC will also be having a Groundbreaking Event in Palatine on October 29th for a building that will house young female trafficking survivors.
